As silly as this sounds, I suggest that you answer this "question" simply by asking another "question." Either repeat "hey, what's up" back to them or something similar. I've often wondered the same thing, about both hello and goodbye. Many times I've had the same person greet me or say goodbye on some days, but not on others. I would say it probably means they are comfortable with you. It could very well be a sign that they like you, but to confirm that I would look for other signs (body language, voice, words).
