The best Street Fighter game is Super Street Fighter II Turbo. And the Darkstalkers games are fun too, but probably a little bit unbalanced for tournament play.

If I were you, I'd download a rom of it first. The GBA isn't exactly known for its stellar ports, so I definitely wouldn't buy it without trying it out first.
