I don't think there's a rational explanation for any of this behavior, let alone all of it. From what little I have so far, my assessment: this behavior is consistent with that of a fuck-up.

I hate this question. I've gotten to coping by responding with a question: "what are you actually asking?" When they persist in failing to reveal their motivations, I fall back to "what do you want?" It's rude, but frankly for most people to ask this question is a terrible imposition on one's person...
