The logs should show when 403 errors occured, that might be a clue as to when it started.

I'd guess server config, since it affects all the pages.

Mozilla or Konqueror are a bit big for the old clunker I normally use, and wget isn't very practical for surfing.

I've done some judo (about 300 hours) but that was a long time ago

I should train again when I have more spare time. I need the exercise. :p

Plus I might try other stuff, like I hear boxing combines well with judo (similar stance?)

wrongplanet gives me a "forbidden 403" error when I use lynx - both in and out of the forum
