Why we cannot thumb down comments on YouTube but the button

Why we cannot thumb down comments on YouTube but the thumb down button is still there???

Who knows?, and since Google has no actual support forum for any of its products, there is no way to report that bug to anyone who actually works at Google. Instead we have a "community support" forum full of people who don't actually work for Google and have no authority to fix anything.

I think designers often tend to favor fewer graphical elements both because of the artistic aspects and simpler UI. It might also be that the comments aren't the main part of YouTube, and they want to draw attention more the to videos and not the comments. You have the same thing on StackExchangehange sites like StackOverflow ; you can upvote and downvote answers. But only upvote or report comments.

Because it made people feel bad to see their comments get even one "Thumbs Down" vote.

That could be a reason too. But what about videos then? Also they could add them together so that 2 upvotes + 1 downvote = 1 vote
