i dont agree with that i have been on nvidia go7600 and running games that need nvidia 9800:) they run but lagging a bit :P

r u using 64-bit Vista? If so, Windows will refuse to load any unsigned driver. That is supposed to be a security measure as every driver can be traced back to the publisher.
But Microsoft charges a few hundred bucks a year for the certificate so most freeware can't afford it. If you don't mind disabling that feature, then run "bcdedit /set testsinging on".
The driver will still need a testing certificate and the easiest way is to use DSEO to add it to the .sys files.

Say what? I dont get all that command line stuff. Why cant windows just use a graphical application to configure installs?

That's a system level settings, much like linux config files. While I agree it should be in the GUI, I'm not sure it's any more difficult than editing say sysctl.conf.

I will try that but can you put the it step by step because I dont know how to do that because I am a computer noob.Yes I have the accursed window vista 64-bit.

No problem.
1. download DSEO
2. Run the .exe
3. select "Enable Test Mode", press Next
(it does the same as "bcdedit /set testsinging on")
4. select "Sign a System File", press Next
5. Enter the location of the file to add certificate
(should be C:\Program Files (x86)\Ray Adams\ATI Tray Tools\atitray64.sys)
6. select Exit, press Next
7. reboot

It worked can I turn off test mode now and turn back on the User account control.So about getting those new drivers what folder am I supposed to install them into and what am I supposed to do after that.

If you want to use ATI Tray Tools, then you have to keep test mode on and UAC off.

Basically ATI Tray Tools is a replacement of CCC with some enhancements. If you don't need to change your display settings then there is no need to use CCC or ATI Tray Tools. So, you have to decide whether to use it or UAC. Personally, I disabled UAC and use the old style limited user account. When a program needs admin privilege, I use a program called SuRun to run it.

No sure what you mean by new drivers. If you mean installing new drivers released by AMD, then just install them like normal. It has nothing to do with ATI Tray Tools.

I tried to install them but it never said I was succesful and device manager doesn't acknowledge the update and thats what probably messed up invisible war and CCC.Can you give me a step by step guide on how to install them because I am a massive noob.Man I need to get classes on computers so I can understand this stuff.

What's the error message? It's hard to guess what went wrong without any clue.

If it's CCC related, you can try the "Display Driver Only" download under the "Individual Catalyst Components" section on AMD's site. If that still fail, you can extract the contents of the driver, and choose "Update Driver..." in device manager, "Browse my computer for driver software", "Let me pick from a list of device drivers on my computer", "Have Disk...", and then select the driver manually.

I tried last time and it didn't give me an error that time but what am supposed to do after that for it to recgonize that is updated and what folder do I put the drivers into.

I thought you said the driver is updated and only CCC isn't working. So the driver version shown in Device Manager isn't the same as the one you downloaded?

If so, re-run the AMD installer. It should ask you for a directory in one of the step, remember that and continue the install. After reboot, check the Device Manager again. If it's still not updated, in the Driver tab, click "Update Driver...". Then click "Browse my computer for driver software", "Let me pick from a list of device drivers on my computer", "Have Disk...", and then select the directory the AMD installer used (the driver should be in of the sub-directories). A list should come up, select the catalyst driver and click Next.
