I don't know what site you have in mind, but arxiv is the place to go for physics/computing/math/statistics articles. They are all open access. Many scientists put preprints of their articles on arxiv at the same time as they submit them to a journal (I have one). So the work is bang up to date. This is a great step forward in the democratization of science. Your reading is not limited by the need to have access to expensive journals. For those who are not hard-core professionals, there are nice sections on "Education and physics", "Popular physics" and "History of physics".

Arxiv is for preprints and it only has 800,000 articles. The disadvantage is that you don't know which articles are correct or not. With the site I know, the articles are published and thus have gone through peer review. Plus, 20,000,000 is much more than 800,000 articles.
