That APU isn't too horrendous. Most browsing and stuff should be fine.
I have an E-350 for a low power desktop that's a bit slower than the one you listed (gaming rig is an overclocked FX 8350). It's even suitable for a development environment if you have enough RAM, stuff like Netbeans runs pretty well.
