I know the minimum specs include 1Ghz but I'm not sure if my 1.5Ghz laptop can run the OS optimally.

If you can run Windows 8.1, you can run Windows 10.
Both have the same minimum requirements.

It will download to your computer but you still have control over whether or not to actually start the installation. So, the files will just sit there in your download folder but you don't even have to install it if you don't want to.

Feel free to continue using your current version of Windows until it reaches its EOL (e.g. 2020 for Windows 7). At that point, do yourself a favor and upgrade or buy a new machine. Running an OS that no longer receives security updates is not good practice.
