They're expensive, but you can get some Shure in-canal-earphones. They're like a mix between earplugs and earphones. You compress the foam between your fingers before inserting them into your ear, just like normal earplugs. I have SE210s, they cost $150, but they sound pretty nice. They have one cheaper model but it costs $100. I use them at work. When I'm using them, I've had a co-worker tap me on the shoulder only to say that he's been sitting in my cube, right next to me, trying to get my attention for a few minutes but I never even noticed he was there.
