No. Or if you prefer, not yet. And to be precise, newborns sometimes do regrow the tip of a finger, but not an entire finger starting from the knuckle, as far as I've read.

I wanted to post a picture of Mr Garrison's mouse from South Park but I couldn't find one. Still not technically a finger but closer in shape. :P
