What happens when you press F1? Does it not charge?

My work laptop gives me that message when I plug it in to a low wattage charger from another dell. Are you using the original power supply? If so, it may need to be replaced.

Did you have this problem since first installing Ubuntu, or is it a recent behaviour? If it is a recent behaviour then it may be caused by a battery failure or by an Ubuntu update.

You could test the battery by using a known healthy battery from another Inspiron 1440. A new battery is possibly as little as $30.

You could test whether Ubuntu 10.4.1 is the problem by booting from a Live CD, such as the previous LTS edition Ubuntu 8.4 to see if that older version correctly manages battery charging.
