Assuming you mean the KDE community making its own distro, I don't think that's how desktop environments conventionally work. All the distros have a KDE version, Debian and Arch have KDE in their repositories...I see no problem here.

That's not the point of KDE. It doesn't even provide a windowing system (that comes from X) so they are not trying to be their own OS at all. It just puts a friendly and familiar face on existing Unix systems.

Well if KDE was going to make their own OS, god help us all then. Not a fan of KDE its just way to buggy, bloated and things have a tendency not to work properly on it.
