Win98 is fine with what it does, even in a VirtualBox, which will very likely provide a free solution to the OP's problem.
I did it myself a while ago because I needed to run some old, long-abandoned software which XP had problems with and while I don't doubt that a shiny new megabox complete with Win7 would have provided a more acceptably "whizz-bang" solution, and may even have worked for all I cared - the more immediately
efficient solution was to install VirtualBox + Win98 and have done with it.
