i thinking of FTTC
ware a fibre optic single mode cable will go to a cabinet outside some houses from the cabinet will be gige cat6 cable

by looking out the specs the fibre modules of a cisco router should provide enough light to go around the village

Where? You left out important information. Without knowing where you are on the globe, it's hard to offer advice since laws are so different worldwide.

YMMV, but ... in the USA, for-profit ISPs will legally destroy a non-profit ISP, at least that's been the trend so far. Most co-ops and other not-a-mega-corporation ISPs have had a difficult time even existing, let alone growing. For that matter, I live in an apt complex where one ISP has blocked other for-profit ISPs with an exclusive deal!

Who is going to pay for the high fixed costs of initial equipment and leasing the raw bandwidth? Who will pay for infrastructure upgrades? Who will do tech support? Who will handle legal issues when someone starts torrenting prerelease movies and albums? Or starts hosting web sites for Fred Phelps, GG Allin, and that guy who drew the offensive cartoons?

Construction costs are going to kill you. Good luck.

You'll need to out-do BT then, who can "only" manage ~80Mbps via FTTC and I expect one of the main reasons why they're not providing 1Gbps is... cost.
BTW: BT's profit for 2011/12 was £2.003 billion.

The FTTC will be done using cat6 eathnet cable
Witch can go up to 1gbps on 1000base
Looking into it. It looks like the leased 1gbps line will cost the most
