it is usually due to a lack of the right codec,

what are your fraps settings?

that is the issue, without knowing your settings i dont know what codec you are using and as such how to find what you need.

when you record video you choose how to encode it, windows doesnt always include the same codecs that fraps use, though that does vary by version and i haent used fraps for quite some time.
