Interesting, but the articled doesn't really explain much. You can't really completely stop anything--let alone light--and they're not clear whether they're actually slowing or the gas cloud just has an extremely variable index of refraction.

Light will travel at different rates through different medium... even if it is just a high refractive index, it is still changing the speed of the light entering it.
