Best (free) way to practice CSS(3)?

I made a website for someone using a builder that had a CSS editor but now that builder is just drag and drop. Are there are free website builders that offer css/html design capabilities or will I have to pay? (Not comfortable/experienced enough to give services free)

The tools found here look like they do some of it.

If you wrote some lines of xQuery to present your HTML page, and used the excellent open source eXist-db engine to deliver them you'd have all the control you like to build whatever you want.
