Voice recognition software for disabilities/slurred speech

I'm looking to get a computer for my sister with cerebral palsy. She can't use desktops or laptops because of motor control issues, so I was thinking of getting her a tablet because she would not have to worry about controlling a mouse. It would also help if I could find effective voice recognition software. I know Dragon Dictate is popular, but I'm wondering if that's the best option for someone who slurs and stammers a lot. Is there a company that caters specifically to disabled customers?
