<<<<demonstrating yet again my technical inadequacy, I have an HDMI plasma television, sans, the "smart tv" feature and a new Toshiba Satellite C55 Series laptop with Windows 8.1. Is there a way, other than running cables across my living room floor, to display my laptop screen onto the TV?

yes, a "docking station" setup next to your tv

you run the HDMI cable and all other cables from the tv to the docking station, and wirelessly connect your laptop to the docking station

Thank you. I have heard of these "docking stations" before under some other name, but I couldn't think what to search for in terminology, or ask for at the electronics store.

A Toshiba, unless it was sold under their business laptop brands likely won't have the option of a one-port docking station a-la Dell or Lenovo; I spent $17 to buy a Logitech K400 keyboard with a built-in trackpad, it has all the controls you'll see inside the laptop so you can simply plug everything in, set the laptop to stay on when closed & leave it under your TV. You can expect an update from Microsoft returning the normal start menu in August.

Can you use a docking station to display an iphone on your tv? Is there a way to do that?

iPhone - Within the Apple universe, I use AppleTV to get things onto the big screen.

Smartphones can push things like online & stored video & photos up to HDMI connections; Apple calls this AirPlay but that's really just a rebranding & encryption of the open standard, Digital Living Network Alliance. Plenty of Android phones & tablets are available with their own HDMI outputs in order to mirror the whole operating system, the aspect ratio of a phone's screen directly corresponds to its' video processing chips in order to save battery amperage, so AirPlay isn't likely to deliver the iPhone's full capability to large screens.
