I know when you download an actual document, it counts as so much data depending on how big the document is -- but if you copy data instead of download it, then paste it to word on your hard drive, does that count?

Think of "download" as "the transfer of data" instead of relating it to just grabbing a file.
Even if you copy/paste the document, something has to be transferred to your machine to enable you to see it in Word, so it's essentially the same action as downloading then opening a file.

I figured that was the case, but I was hoping it wasn't.

I guess that means when I'm doing personal stuff at work and I don't want them to know, it does me no good to paste it into my gmail account (as opposed to sending it from my work email account)! They can still track it. Pooh!
