I've been thinking about adding avatars to several of my forum accounts, and for that I will need a photo editing program. However, I simply don't have the money to spend on something like Photoshop. Can anybody recommend something simple and cheap? I need it to shrink/enlarge, and crop, basically.

GIMP, IE, GNU Imamage Manipulation Program will be sufficient for your needs, and the price is free. Back when I used Windows, I started using the Windows version of it in 1999.

I've always managed using Paint and Picasa, for most simple editing, effects, resizing, etc.

GIMP is more widely known, and the UI seems to be more consistant with other Image Editors. Besides, it appears that Image Magick does a lot of stuff from Command Line. -- It's kind of like using LaTeX to compose a short note when you can use simple text editor like Notepad, Kate, or something like that.

GIMP is great!
Powerful, runs across various platforms, open source and free to download.
