Has anyone been following the dawn mission as it orbits Ceres? What do you think the white lights are?

If there is a lot of water in Ceres, maybe the white spots are some high albedo form of water, like snow. It's concievable that in the past some events caused ice to emerge in certain spots.

Alternatively, they might be high albedo mineral sands. There are bright spots on other objects like asteroids. Perhaps this is more of the same.

Or they might be colonies of self-assembling nanomachines from an alien civilization, mining Ceres in preparation for some inconceivable mission. Or wrecked saucer-shaped craft flown by ancient Mayan tourists.

But I'm thinking probably ice or sands.
