I am reminded of Larry Niven's Organlegger stories (Gil the ARM) among others.

It will be interesting to see what happens next. The unyielding laws of economics suggest that some of it will not be pretty.

Not saying this is a definitive identification but the article does mention that the doctor was contacted by a guy who flies around in a jet with his name on the side...
