A new driver, or something?
Here's a crazy situation. (Anyone care to comment?)
A friend found a little Acer netbook at a yard sale. TEN dollars, but no operating system. He asked for my help, and a few hours later we had Windows 10 installed, and the little thing ran GREAT. (4 core 1.2ghz processor!)
Recently I managed to find a very similar one. Seems to be pretty much identical (except mine had a 1.6ghz processor, so it likely was a little newer).
The problem-
Mine runs streaming video like it's something from the DOS era. Choppy, dropping frames; I have to set things at 240 to get anything close to a smooth playback. (Playing onboard videos isn't much better.)
His? So long as you keep it at 480, it streams PERFECTLY. My processor's faster and his plays video better? Makes no sense. (He's also got only half the memory mine has.) I've figured it's the drivers, but mine says the Display Adapter is running a Microsoft Basic Display Adapter as its driver. (Yeah, only one shows up.) I don't know what his has.
I've checked with Acer, but the newest drivers they have for my model # are for Windows 7.
I'd be willing to copy his driver off his machine and try it on mine (already set a restore point), but don't know where to go on his machine to copy the driver from.
Any suggestions for that or for the problem in general?

You seem to have both Aspie and neurotypical traits
What would these results mean? Been told here I must be a "half pint".

First, what video chipset and model is installed on this computer? You may need to download something like cpu-z or gpu-z in order to find out. Additionally, you might want to go into UEFI setup and look at the video settings to find out this information. Failing that, look up your computer’s model number on Acer’s website and look at the machine specs. Once you have the GPU model and manufacturer, go to the GPU manufacturer’s website and download the latest drivers for that chipset.
Sounds like a good approach. Thanks. If this works out I'll let you know.
