I have Sims 2, I really want to put my custom skin colour, eye colour, object customization, clothes decoration ect.

I downloaded it, but I don't understand it, so I deleted it. It also risk your computer.

If your SimPe expert please help.

I don't know about hair and eyes, but in order to make clothes, you don't need Sim PE. That's if you want to make meshes, and if that's what you want to, I can't help you. But if you just want to make new outfits based on old ones, you can do it easily with Photoshop or Paint.
