If you clear the CMOS then the BIOS should revert back to its original settings. It should be in your manual how to do this.
To help you further i would need more details, eg: at what point during start up it happens...

download a manual for your laptop, it should tell where the jumper is inside your laptop so you can reset it. However if you;re not too sure what your doing, you might want to take it to a professional.

Laptops are a lot more finicky to work with than Desktops, I highly recommend looking at Dell's website and finding the nearest authorized service dealer. I would say take it anywhere, but if you have it looked at by an unauthorized serviceperson you will void your warranty if it still applies.

If the beeps are not just random and have a pattern on startup...you might try googling up the bios error/beep codes for the model inspiron you have..phoenix bios (I think?)...sometimes can give you a random clue.

step 1: unscew panel to access ram area.
2. remove jumper from end of cmos battery:looks like a wach battery covered in heatshrink
3. wait a minute, reattach jumper put the panel back on, and boot er up!
