Programs for creating Video DVDs, movie editing

Hello,

Could anybody suggest good programs for creating Video DVDs (preferably freeware)? Ability to combine/split mpeg files into chapters and titles would be nice as well as the ability to create menu rather than choose a template (this is not necessary however).

Also I would be interested to know if you know any good programs for eding movie files, such as Windows Movei Maker (this particular program is not very good however and lacks functions compared to other Microsoft programs, such as MS Office).
