A dumb q. on MS Windows
Windows doesn't do anything consistent... it's entirely down to the application. Some applications save a default directory between calls, others don't. Where an application saves such a default will be up to it - usually in the registry, these days, but there's no consistency.
An application may default to using whatever directory it in invoked in. In this case, you can set this, and even have multiple shortcuts to the same application, each with a different default directory.

in the windows API there is a setting for an application called "start in..."
Most applications use this location as the default directory for saving files. If yuo are launching the application via shortcut, you can change the "start in" setting like this:
notice I changed the "start in" directory.
Of course this is no certain thing as the application can do whatever it wants, but generally speaking the default behavior for the "common dialog" (the one that opens and saves files) is to use the "start in" directory.
