goes like this
A phone spitter 1 to 2 plug.
Put the ADSL LINE FILTER wire 1 to fax machine
wire 2 to MODEM ROUTER than from router to computer.

Yeah, the "modem/router" (assuming DSL modem) can't be filtered and the fax machine has to be. You need a Y splitter to separate the lines and then filter the one going to the fax machine. You could daisy chain a phone through the fax machine (since it also would need to be filtered) but not the DSL modem.
