In Windows to close an unstable program you type Control-Alt-Delete to open up Task Manager and close an unstable program or restart an unstable computer. What do you do to do the same thing in Ubuntu & Linux Mint.

I already got a dpkg error when linux mint become unstable during a synaptic package and I restarted the computer thinking it was unstable. Now I can't install any programs in linux ubtil I fix the dpkg error.

Control + Alt + Backspace will kill X.
In gnome the system monitor will let you select an application to terminate.
If you're in the terminal, use killall [app]
There are also the Magic SysRq keys. http://en.wikipedia.org/wiki/Magic_SysRq_key

are you asking how to kill or end a program? if you are, you can type xkill in the terminal. The cursor should then turn to an X. From there you just click on program that froze and it will close.

What if the computer is completely frozen besides for the fact that you can use caps-lock.
