Is there any other option, apart from getting another? Its a friend of mine who has the problem, and it will cost a lot to get a new one.

this must be a flat panel, right? Not sure about TVs, but laptops have a small fluorescent lamp in the bottom near the hinge (well, some of them). Maybe that's what it needs.

Your classic CRT is just some beams of electrons hitting the phosphors to make them glow in different colors. If it was THAT, you'd have to replace the tube itself, which, nowadays, wouldn't be worth the trouble.
