A cracked version of PhotoShop.... Kidding.
Yeah, you might as well install Gimp since it's free and allows you to do both simple and advanced things. I've also found Paint. NET to be highly capable software as well which is (essentially) a way more powerful Microsoft Paint.

I wouldn't say more capable, but it sure has a hell of a lot of power for a freeware app, considering that it's main rival (Photoshop) is $1000 software.

hm...interesting that so many people suggest this Gimp thingy. I have never ever tried it but gets curious now.
But I have the full and latest version of Photoshop so I really dont need someting else if talking for myself....
Esther If you wish to upload on the internet directly then an convenient option can also be Photobucket. You upload, crop, resize and publish at one and the same place...

thought I'd already mouthed off here, but evidently not...
I've used Gimp for a couple of years. It does many of the same things that Photoshop can do, and yes, it's free...
There's even add-ons; you can go to Deviant art and find Gimp stuff under their resources. There's a program called 'gimpshop' which will give you Photoshop 'look and feel', using Gimp, however, I've heard both positive and negative things about it (supposedly buggy...but that's what 'uninstall' is for). There's a long tutorial called 'grokking the gimp), which tells you in excruciating detail how the thing works.
I haven't gone much past lens flares and filters with it, but hey, whaddayawantforfree? rubber biscuit?...

I use Windows Live Photo Gallery (very basic fixes, crops), PhotoFiltre, and Picnik (you use it online so it doesn't take up memory space).Tried Gimp but found it complicated and it pops up automatically whenever you click on one of your pictures, annoying!

I hate GIMP's UI... it sucks on Mac as well, and I decided I'd give it one more chance on Windows- crashes on start up.
Seriously, if you're a Windows or Mac user and want a cheap Photoshop just get Photoshop Elements, it does everything Photoshop does, it just takes longer to do(like you have to generate effects independently). If you're on Mac I recommend Pixelmator over it though.
For resizing on Windows all you need is Paint Dot Net, SO MUCH EASIER than GIMP. Seriously, GIMP is hell to navigate around.
For Mac OS X, I'm not sure, I don't use anything but comerical software, so sorry.
