I have a video I want to put on youtube but I only want to put on about 10 seconds of it, not the whole thing. Does anyone know where I go on youtube to edit out parts of it?

You need to go on the testing section, there is something called Youtube Remixer which is supposed to do it.

where exactly is it?

which programs do I need to edit it with? because I'm not sure i have any. I thought it could be edited ON youtube once its uploaded.. but yes, I'm lost.. Do you have msn messanger xalepax?

Any modern PC computer should have the "Windows Movie Maker" editing program installed by default. Its very easy and simple and good to start with if you are completely new into videoediting.
