Although actually there are quite a few times when the subtitles do not match the dialogue either -- less than there are with English language dubs.
(I say English language because essentially all animation voices are dubbed... although the original Japanese is of course better.)
A lot of the time the reason why the acting is so bad in English language anime is that they seem to be trying to copy the original Japanese intonations, and of course this doesn't work ~ Japanese and English are two very different languages in that regard and the results are just odd. Not to mention that the voices of the American actors are so tacky and bad and generally caustically annoying.
Subtitled or not, Japanese language makes for far better quality anime. Besides which, the production values are often better (even when they are not great) because the Japanese voice actors are working with the original film-makers / animators. It's more cohesive that way -- noticeably so.
