I chose Jean-luc. It was tough, Janeway really did some epic stuff, but how would he have fared in the same circumstances? So he won out based on the fact that while I think they'd all be pretty good in her situation, well... the episode where he went back to get his saddle and found the robbers on his ship stands out in my mind. There's where his knowledge as ship's captain really showed.
