Neither one, but if I had to choose... Mencia.

Chapelle is overrated (even he agrees) and Silverman isn't funny in the very least.

i'm surprised so many people find carlos mencia funny. I mean, stealing jokes is one thing, but he's just not funny.

Chappelle is the clear winner here. His stand up material is far superior to the "Chappelle Show", which was great.
Mencia is painfully unfunny, and a joke stealer like alex already stated.
Silverman is annoying. Although her show had its moments, I completely lost interest in it after 2 episodes.
