In the 1980s John Cleese made video entitled "How to Irritate People".

But apparently forty years before that the "CIA" published a manual entitled "How to Be Annoying".

If I put my mind to it I might excel at it!

I put "CIA" in quotations because it occurred to me that it wasnt called that during the era in question. So the Utuber must be referring to the precursor of the CIA. the OSS (though the CIA would be the place a UTuber would likely find the OSS's stuff archived)

The Youtuber does address this point at the 45-second mark. As for the video itself, the OSS seem like a bunch of bored pyromaniacs :lol:
