While there are movie villains who are objectively worse in the damage they do (except perhaps compared to Amon Goeth), these are people where I almost feel an animosity towards the *actor* because of the sincerity they portray through their role.
And since Amon Goeth really existed, perhaps he doesn't "fit" the list.
Oh, and my top pick - Glen Waddell... Well, the actor*playing* the role of him (Ron Eldard) got such a backlash from the audience that he had to leave a cinema out of fear for his safety:
