Which is kind of, uh, paradoxically ironic(?), because Troi had herself been given officer status, although she was not technically an actual commissioned officer.
Even worse when you consider that this is not accurate - Troi was indeed a commissioned officer, with a rank of Lieutenant Commander. Capt. Picard just let her walk around out of uniform most of the time - it wasn't until Jellico took command during one assignment that she was forced to wear a Starfleet uniform and display her rank. After that, she would sometimes wear the uniform, sometimes the fanservice V-neck shirt.
I don't remember if it was in the sixth or seventh season that Troi took the command test, the one that would let her be promoted to full commander (LCDR was the cap if you didn't take and pass the test) and give her the authority to take the conn.
