Check the connections to the TV, make sure they're not loose or dirty, and try resetting it, and turning it on without a disk or memory card in.
If none of those work, it's probably just broken. It's probably cheaper to buy another PS2 than it is to get yours fixed, so I recommend you do so if that's the case.
