Late eighties, early nineties.

Duke- Arnold Schwarzenegger. Just look at Dutch from Predator! The dude would've been perfect!
Hawk- Harrison Ford.
Falcon- Keanu Reeves. Don't ask.
Flint- Steven Seagal. Uhh...
Snake-Eyes- Jean-Claude Van Damme. A little short, but he could've pulled off a silent performance. Fighting skills are dead-on.
Scarlett- Molly Ringwald. Probably because I wanted to see her spouting bad puns while killing people in a skintight costume.
Lady Jaye- Sigourney Weaver
Gung-Ho- Jesse Ventura

I admit Rise of Cobra was a bad movie but I liked it a little bit. I liked Cobra Commander's voice because it was so evil and creepy.
