I think Batman has the coolest villains. Here are my favorites:
1. Joker--how can you not like the Joker? He's funny and scary, and Harley is so much fun! Although, I have to wonder what she sees in him, considering how he's treated her at times.
. Scarecrow--He's such a creepy villain, especially in Batman Begins.
3. Ra's Al Ghul--He's what Batman could've been.
4. Hush--He's just as smart as Bruce, and he knows his real name!
5. Two-Face--If you go beyond the whole obsession with 2, he's a pretty cool villain.
6. Catwoman--Mrrow!
7. Poison Ivy--MMM! Sexy!
8. Carmine Falcone--Is it just me, or is he the Don Corleone of Gotham?

I love the DCAU version of Victor Fries and The Ventriloquist & Scarface.

Penguin is my favorite, especially the version in Batman Returns. I've heard him being described as similar to a villainous Edward Scissorhands, so that's probably what draws me to him.

My personal favourite is Heath Ledger's Joker, but I would like to see the Penguin in the 3rd Chris Nolan movie :)

But it's going to be Catwoman next. She'll be played by Anne Hathaway. And the costume doesn't even look like hers. No cat ears, not even a tail. They'd better at least include the whip.

Nolan North does an excellent Cockney version of the Penguin, albeit a lot darker.

1. Two-Face
2. The Joker
3. Scarecrow (Arkham Asylum version is the best, as is Cillian Murphy's character in Batman Begins)
4. Black Mask
5. The Riddler (Wally Wingert's voice in Arkham Asylum and Arkham City is just how the character should be)
6. Mr Freeze (Arkham City version and the Animated Series version)
7. Victor Zsasz
8. Scarface and the Ventriloquist
9. Firefly
10. Killer Croc

I very much agree with you. It is sad that Scarecrow was not in Arkham City, because I really liked the Scarecrow in Arkham Asylum.

The Penguin because he's deranged but I also really liked King Tut because it was funny how he would change every time he got hit on the head

That would be cool. If Nolan decides to use him in a future Batman movie (the one after The Dark Knight Rises), I hope he can get Danny DeVito to take up the role again.

I like Two-Face, Mr. Freeze and Bane, this one a bit more "recent" (actually from the 90's in the comics). Bane will be in the next film, though with a little different look.
