I think publishers do a lot of research on what cover designs will work in what countries, especially for huge properties like Harry Potter. I'm sure the average American reader and the average British reader have very different tastes.

I think she does have interest in it, but in the book industry, the writer has very little control over that. Basically, if you're a writer, the publisher waits for you to finish writing the book, then grabs it, shoves a check in your hands and from there you're basically powerless. This is really frustrating for me, since I'm idly considering writing as a career. I'd hate to have a publisher design a cover for my book that didn't fit it at all.
