It was a deliberate decision to inject some realism into a genre that until now has been sadly lacking it. There is some humour (e.g. a lot of Baltar's antics), but it's only used when it makes sense in the context of the story, not as an end in itself. If you want true light-hearted and fun, you can watch ... I don't know ... every other space opera series ever made!
One of the reasons the 1970s BSG was stupid was because it didn't take seriously a situation that is nothing but serious. It would be like a bunch of Jews frolicking around in a prison camp in Nazi Germany when they know they're about to be sent to the gas chambers.
