I watched this movie after finding out about it last night. It was pretty amazing even with the missing animation.
Basically an animator named Richard Williams had made this his life project. He had been working on it from 1968 to the early 1990s. The animation was very good, and the story was very unique, with the two titular characters being mute.
However, after he got the funding from a studio, he passed the deadline and needed a few more months to finish the fifteen minutes of animation left. A studio took over it, drastically changing the plot and structure to be more in line with a Disney movie, and replacing much of the animation with lower-quality work.
