I have to agree with you 100%! Stewart and Warner are but just 2 of my favorite Brit actors and they were so dynamic together in their respective roles as Picard and Gul Madred. Picard trying to get into Gul Madred's head about his childhood in poverty is a thoughtfully written plot device that does make you feel for the villian, however vile he truly was. This 2-parter, "Chain of Command", is one of my fav TNG eps. I hope to get not only season 6 Blu-ray set with this ep, but also the separate "Chain of Command" Blu-ray video for even more insightful (and exclusive) supplemental material like the audio commentaries and the features with Warner, Ronny Cox (Captain Edward Jellico), the...well....the Starfleet admiral blondie (can't think of her character/actress name now), and more.
