It depends on how you define best? Most powerful? You would be working off of an individual basis, so you might say "let's have Darth Nihl vs Master Vrook." Then you get into arguments about time periods and different powers and so on. Very hard to ever end those arguments.
Even then, you would have to think of the different kinds. Do you mean the Sith operating under the Rule of Two started by Darth Bane including Darth Sidious and Vader or do you mean Darth Krayt's One Sith or Lord Kaan's Brotherhood of Darkness or Revan's Sith empire or the original Jedi exiles named after the Sith species? And there are more than that. Then the Jedi; you have the the Old Jedi order, the New Jedi Order, the New Jedi Order operating under the philosophy they used from after the Yuuzhan Vong war had finished (and ended not long after)? You get the picture . . .
If you mean which one I think is best . . . Generally I prefer the Jedi. I like their philosophies more than I do the Sith, though the Sith aren't always hell bent on destroying the Jedi/ forming Empires. Darth Vectivus did none of that, though he wasn't viewed highly. The Sith are interesting, and what the One Sith are doing is the best thing going for them at the moment, but I always eventually want to Jedi to win.

are game mechanics. It's been noted that if you go dark side in KOTOR I you're acting more like a thug than an actual SIth, though Sith are more likely to do those things than Jedi.

Be careful when reading Wookieepedia, if you read too much you have it spoiled for you as they only put spoiler warnings on things for one month before taking them off. Dark Empire that Palpatine wants complete,
individual control over the galaxy. No governors, no machines. Just him and the dark side of the Force. Everyone was to be little more than a slave for him to draw power off of, likes batteries. He wanted to take what he did on Byss (the Force slave thing) and apply it to the whole galaxy. So yes, he did slip. Though it's probably just the real Palpatine coming out, not his sanity slipping.
