Well, I've always liked both characters (especially Terry Molloy's Davros and Anthony Ainley's Master) but... I don't know, for some reason I've always liked Davros more. I like how his personality at times resembles that of his creation, the Dalek, particularly when he's pissed off.

My favorite Doctor Who villain, however, continues to be David Banks as the Cyber Leader. :)

In the last Davros episode, when he showed his chest off, If he could use his cells to grow entire daleks, why did he have to strip so much oh his own tissue away so we can see his ribs and heart. Why not take a smalle sample, and make them divide, within a petri dish...
For that matter why not clone a new body for himself, so he can movem, talk and see under his own means...though he wouldnt be the Davros we all know and love then. Of copurse the Doctor probablyy wouldn't recognize him afterwards.

That's a bit of a tricky question.

In terms of the "new" series, it's definitely Davros as the master was a bit ... underused.

In the classic series,

Davros had a couple of good stories Genesis, Resurrection, Revelations and all the rest weren't great appearances.

The master had some good ones; Daemons, Terror of the Autons, Colony and Frontier in Space, Sea Devils, Deadly Assassin, Keeper, Logopolis and a lot of other reasonable ones. There weren't too many truly dreadful "master stories".

In terms of the best villain ever... I don't think it's either... IMHO, I'd be more likely to choose someone like Sutekh.

Sutekh was great. Another notable 4th Doctor villain was Scaroth from "City of Death." Julian Glover's performance was brilliant... "When I compare my race to yours... human... I take 'inhuman' as a great compliment."

While I like City of Death, I've never been a great fan of Scaroth... I guess he just wasn't powerful enough...

I loved the Great one from Planet of the Spiders and I thought that the Great Intelligence was another fantastic villain(?)

I think that I prefer villains who are trapped but starting to free themselves - and get stopped before they succeed. They hold so much more promise.
