That's a highly distorted photo and it's taken at a bad angle. You look good though. I just wish that the picture was more proper.
Why is the image so distorted? Do you have your camera set to a high ISO setting, is there some sort of filter applied to the photo, or is your camera just plain crappy?

Actually, come to think of it, the photo looks like it was taken with a webcam which would explain the distortion....
It's called noise reduction. Webcam's CCD/CMOS sensors are small (usually even smaller than compact cameras, which are also tiny), so they let less light in which leads to lots of noise. Most apply an this noise reduction which is why the image quality is reduced. Also the lens on webcams tend to be plastic, which makes the quality even worse.
